Developing countries are increasingly decentralizing forest governance by granting indigenous groups and other local communities formal legal title to land. However, the effects of titling on forest cover are unclear. Rigorous analyses of titling campaigns are rare, and related theoretical and empirical research suggests that they could either stem or spur forest damage. We analyze such a campaign in the Peruvian Amazon, where more than 1,200 indigenous communities comprising some 11 million ha have been titled since the mid-1970s. We use community-level longitudinal data derived from high-resolution satellite images to estimate the effect of titling between 2002 and 2005 on contemporaneous forest clearing and disturbance. Our results indicate that titling reduces clearing by more than three-quarters and forest disturbance by roughly two-thirds in a 2-y window spanning the year title is awarded and the year afterward. These results suggest that awarding formal land titles to local communities can advance forest conservation.
Barriers obstructing evidence-based nursing have been explored in many countries. Lack of resources and evidence has been noted as one of these barriers. We aimed to identify nursing care-related systematic reviews published in the Cochrane Database of Systematic Reviews from 1996 until 2009. Using a broad search strategy we identified titles of Cochrane systematic reviews and protocols that focused on nursing care. The abstract of each title was examined and predetermined data were collected and analysed. 1249 titles out of a possible 6244 records were identified as being relevant to nursing care. Most of them focused on newborn and adult populations and related to comparing one intervention with another, and management strategies. The most common nursing specialties represented were internal medicine (34%) and mother and child care (25%). Twenty one percent of reviews published in the Cochrane Database of Systematic Reviews are of direct interest to those involved in nursing care however their relevance was not always obvious.

The 2012 Brazilian Forest Code governs the fate of forests and savannas on Brazil’s 394 Mha of privately owned lands. The government claims that a new national land registry (SICAR), introduced under the revised law, could end illegal deforestation by greatly reducing the cost of monitoring, enforcement, and compliance. This study evaluates that potential, using data from state-level land registries (CAR) in Pará and Mato Grosso that were precursors of SICAR. Using geospatial analyses and stakeholder interviews, we quantify the impact of CAR on deforestation and forest restoration, investigating how landowners adjust their behaviors over time. Our results indicate rapid adoption of CAR, with registered properties covering a total of 57 Mha by 2013. This suggests that the financial incentives to join CAR currently exceed the costs. Registered properties initially showed lower deforestation rates than unregistered ones, but these differences varied by property size and diminished over time. Moreover, only 6% of registered producers reported taking steps to restore illegally cleared areas on their properties. Our results suggest that, from the landowner’s perspective, full compliance with the Forest Code offers few economic benefits. Achieving zero illegal deforestation in this context would require the private sector to include full compliance as a market criterion, while state and federal governments develop SICAR as a de facto enforcement mechanism. These results are relevant to other tropical countries and underscore the importance of developing a policy mix that creates lasting incentives for sustainable land-use practices.
The aim of this study was to assess whether specific title characteristics could influence the likelihood of being included in the “Altmetric Top 100”.
Barbed and woven wire fences, common structures across western North America, act as impediments to wildlife movements. In particular, fencing influences pronghorn (Antilocapra americana) daily and seasonal movements, as well as modifying habitat selection. Because of fencing’s impacts to pronghorn and other wildlife, it is a potentially important factor in both wildlife movement and habitat selection models. At this time, no geospatial fencing data is available at regional scales. Consequently, we constructed a regional fence model using a series of land tenure assumptions for the Hi-Line region of northern Montana - an area consisting of 13 counties over 103,400 km(2). Randomized 3.2 km long transects (n = 738) on both paved and unpaved roads were driven to collect information on habitat, fence densities and fence type. Using GIS, we constructed a fence location and a density model incorporating ownership, size, neighboring parcels, township boundaries and roads. Local knowledge of land ownership and land use assisted in improving the final models. We predict there is greater than 263,300 km of fencing in the Hi-Line region, with a maximum density of 6.8 km of fencing per km(2) and mean density of 2.4 km of fencing per km(2). Using field data to assess model accuracy, Cohen’s Kappa was measured at 0.40. On-the-ground fence modification or removal could be prioritized by identifying high fence densities in critical wildlife areas such as pronghorn migratory pathways or sage grouse lekking habitat. Such novel fence data can assist wildlife and land managers to assess effects of anthropogenic features to wildlife at various scales; which in turn may help conserve declining grassland species and overall ecological functionality.
The effect of art expertise on viewers' processing of titled visual artwork was examined. The study extended the research of Leder, Carbon, and Ripsas by explicitly selecting art novices and art experts. The study was designed to test assumptions about how expertise modulates context in the form of titles for artworks. Viewers rated a set of abstract paintings for liking and understanding. The type of title accompanying the artwork (descriptive or elaborative) was manipulated. Viewers were allotted as much time as they wished to view each artwork. For judgments of liking, novices and experts both liked artworks with elaborative titles better, with overall rated liking similar for both groups. For judgments of understanding, type of title had no effect on ratings for both novices and experts. However, experts' rated understanding was higher than novices, with experts making their decisions faster than novices. An analysis of viewers' art expertise revealed that expertise was correlated with understanding, but not liking. Overall, the results suggest that both novices and experts integrate title with visual image in similar manner. However, expertise differentially affected liking and understanding. The results differ from those obtained by Leder et al. The differences between studies are discussed.

The objectives of this study were to determine the heterogeneity of data sources used to construct a job-exposure matrix (JEM) for occupational noise, and to calculate pooled exposure estimates for different job titles using different sources. The JEM was populated with measurements from government databases, private industry, and the published literature. Data were organized by job title using the US standard occupational classification (SOC). Using data from the literature as prior information, adjusted mean exposure was calculated for both the government and industry data following a simple Bayesian approach. A meta-analysis was conducted to measure data heterogeneity across sources and to calculate a pooled exposure estimate for each SOC and SOC group. In total, 715,867 measurements across 259 SOCs were analyzed. Using the data from literature as a prior, 15 of 28 applicable SOCs in the government and industry data had adjusted mean exposures above the OSHA action level (85 dBA). The meta-analysis showed that 63% of SOCs, and 78% of SOC groups, had moderate to high heterogeneity. Fifty-one percent of SOCs and 43% of SOC groups had pooled estimated exposures >85 dBA. The pooled estimates suggested that workers in 131 of 259 SOCs (51%) were exposed beyond the threshold of 85 dBA.Journal of Exposure Science and Environmental Epidemiology advance online publication, 4 October 2017; doi:10.1038/jes.2017.19.
While non-industrial private forest landowners have a significant amount of forest landholdings in the US, they are underrepresented in the California cap-and-trade market forest offset program. Additional participation could benefit both the market and non-industrial private forest landowners. We developed a mail questionnaire which served as both a survey instrument and outreach tool about the market. Questions covered forest ownership objectives, landowners' future plans for forests, views of climate change, and attitudes and intentions regarding forest carbon offset project development. We sampled from five Northern California counties for a total of 143 usable surveys. Three different groups of landowners were identified based on their management objectives: amenity (including protecting nature and recreation); legacy (passing land to children and/or maintaining a farm or ranch); and income. Landowner objective groups differed on several key variables, particularly related to potential motivations for joining the market, while all landowners expressed concerns about protocol requirements. Regardless of ownership objectives, over half expressed that receiving revenue from their forests would be an important motivator to join, though most were unwilling to satisfy protocol requirements, even after learning of the potential benefits of program participation. Thus, participation appears to be limited by the costly and complex project development process, as well as a lack of landowner awareness. Extending these lessons, we assert that different landowners may approach payment for ecosystem services programs with different needs, awareness, and motivations, which provide important lessons for those who conduct landowner outreach and for PES program designers.
In 2012, the Brazilian government revised the federal Forest Code that governs the use of forest resources on rural properties. The revisions included a forest trading mechanism whereby landowners who deforested more than what is legally allowed before 2008 could absolve their deforestation “debts” by purchasing Environmental Reserve Quotas (CRA) from landowners who conserved more forest than legally required. CRA holds promise as a tool to complement command-and-control initiatives to reduce deforestation and incentivize restoration. However, the success of this instrument depends on how its implementation is governed. This study builds on a few recent assessments of the potential of the CRA in Brazil-but that are focused on biophysical potential-by assessing how a few key implementation decisions may influence the CRA market development. Specifically, this study estimates how decisions on who can participate will likely influence the potential forest surplus and forest debt for the CRA market, and takes into account governance characteristics relevant to the State of Pará, eastern Amazonia. In particular, the study evaluates the effects in the CRA market eligibility after simulating a validation of properties in the environmental rural registry (CAR) and assessing different scenarios surrounding land tenure status of properties. Results show how regulatory decisions on CRA market eligibility will determine the extent to which CRA will serve as a tool to support forest conservation or as a low-cost path to help illegal deforesters to comply with legislation, but with limited additional environmental benefits. The study reviews regulatory options that would reduce the risk of forest oversupply, and thereby increase the additionality of the areas eligible for CRA. Overall, the study demonstrates the importance of including governance as well as biophysical characteristics in assessing the potential of forest trading tools to deliver additional environmental conservation and restoration benefits.
People sometimes disagree about who owns which objects, and these ownership dilemmas can lead to costly disputes. We investigate the cognitive mechanisms underlying people’s judgments about finder versus landowner cases, in which a person finds an object on someone else’s land. We test psychological hypotheses motivated directly by three major principles that govern these cases in the law. The results show that people are more likely to favor the finder when the object is in a public space compared to a private space. We find mixed support for the hypothesis that people are less likely to favor a finder who is employed by the landowner. Last, we find no support for the hypothesis that people are more likely to favor finders for objects located above ground compared to below ground. We discuss implications for psychological theories of ownership and potential applications to property law.
